SYDNEY, Aug 21 AAP - Former Guantanamo Bay prisoner David Hicks is going to the UN
in the hope of clearing his name and getting compensation.

Mr Hicks, 35, has made a submission to the UN's Human Rights Committee.

He is seeking an apology from Australia for upholding and enforcing what he says was
an unlawful charge and penalty, as well as compensation.

Authored by humanitarian lawyer Ben Saul on Hicks' behalf, the submission calls for
Australia to "request the US authorities to formally overturn Mr Hicks' conviction under
US law and to nullify the plea agreement".

It also asks for the federal government to begin an independent investigation "into
allegations that David Hicks was tortured or subjected to cruel, inhuman or degrading
treatment in US custody".

The submission also states Australia had breached several its human rights obligations
to Mr Hicks through its complicity with US authorities and support for the military commission
process.

Mr Hicks' former lawyer Stephen Kenny said the submission to the UN was made public
this weekend but sent out months ago.

"(What comes next is) the Australian government would be required to file an answering
submission to it," Mr Kenny told AAP.

"They have to respond and it may take some time.

"I think what he's trying to do is show that in fact his incarceration and treatment
in Guantanamo Bay was against principles of international law and that his conviction
was without any merit at all."

Adelaide-born Mr Hicks was 26 when he was captured by the anti-Taliban Northern Alliance
in Afghanistan in late 2001. It believed he was fighting for Osama bin Laden's al-Qaeda
network.

Mr Hicks was held in the US-run jail in Cuba until 2007, when he pleaded guilty to
providing material support for terrorism and was sent to Adelaide's Yatala Prison to serve
the rest of his seven-year sentence. He was released under a control order later that
year.

The 107-page document says Mr Hicks was beaten, sexual abused and drugged, and that
he was convicted on a statement of facts for which he never received any evidence.

Mr Saul said Australian officials "knew or should reasonably have known" of his client's
mistreatment while in US custody and had "encouraged and supported it" by failing to investigate
his credible allegations of torture.

The submission also calls on the government to abandon its Australian court case against
Mr Hicks over the proceeds from his tell-all memoir Guantanamo: My Journey,

The Commonwealth Director of Public Prosecutions wants to seize the money as the profits
of crime.

The book sold about 30,000 copies and is believed to have generated about $10,000 for Mr Hicks.

where kangaroo meat can fetch a high price due to its increasing popularity as a dining
alternative.

"You can imagine what they're prepared to pay for it over there - it's added value
to the whole industry, and that's probably why people are doing something as stupid as
trying to steal them," the spokesman told AAP.

CANBERRA, Feb 10 AAP - Asylum seekers could be released from immigration detention
to help with the Brisbane flood clean-up.

Immigration Minister Chris Bowen says detainees have told him they want to help and
it would be "churlish" to just say no.

Detainees could do small things like grow trees which could be used in landscaping
as part of the rebuilding effort, Mr Bowen said.

"And there might be the odd occasion where under appropriate supervision and appropriate
security some of our detainees in Brisbane ... might go out for a little bit of time and
help with a bit of work here and there cleaning up," he told Fairfax Radio on Thursday.

Detainees would not be paid and they would not put anyone else out of work.

People in detention centres were asking was there anything they could do to help, Mr Bowen said.

"I think we should be looking at options to make that happen if it is at all possible."

Opposition immigration spokesman Scott Morrison said the government was simply trying
to relieve pressure on its overcrowded detention system.

"What Chris Bowen is saying is that the government's detention system can no longer
cope," he told Sky News.

"What we're seeing here is the first stage of this government walking away from detention
more broadly."

Scientists are warning the manufacturing of illegal drugs has a toxic and largely hidden
impact on the Australian community.

They say temporary labs set up in flats or rented houses produce chemical waste that
poses a poisoning and even cancer risk to future residents and those living nearby.

The Cooperative Research Centre for Contamination Assessment also says the labs are
routinely shifted and leave a trail of potentially toxic properties.

The Centre says New Zealand authorities have recently moved to tear down several houses
where drugs had been made because they're deemed too hazardous for anyone to live in.

Mr Rudd put on the table on Monday an extra $1.2 billion, including $150 million for
elective surgery infrastructure, $250 million to expand capacity at public hospital emergency
departments, and $827 million for more beds.

The elective surgery money would go towards elective surgery centres and day surgery centres.

The government also wants to free up hospital beds by delivering more funds to palliative,
rehabilitative, geriatric and mental health care services.

This is in addition to nearly $3 billion in sweeteners he offered states and territories
in the lead-up to the meeting.

However, they have to sign up to his GST plan if they want the extra money.

West Australian Premier Colin Barnett acknowledged the federal government had been very generous.

"The commonwealth's been generous, that's been accepted," he told reporters.

"But there's still the two big issues to address."

Earlier Mr Barnett remained doubtful the impasse over the GST could be broken.

"Not unless the commonwealth agrees for the states to pay an equivalent amount of the
GST, rather than take the GST off the states," he told AAP.

"The potential showstopper is the GST."

NSW: Fire eases near Bathurst after homes threatened

SYDNEY, Dec 4 AAP - A bushfire burnt close to properties west of Sydney on Friday.

The NSW Rural Fire Service (RFS) said firefighters will continue to work overnight
on containing a fire burning in bushland north of Eglinton in Bathurst in the NSW central
west.

The fire was threatening properties earlier on Friday, but no properties were now under
threat, the RFS said.

There have been no reported homes lost or damaged.

More than 100 firefighters and 11 water bombing aircraft fought the fire on Friday
and heavy earth-moving machinery was sent from Sydney late on Friday to assist.

Crews will continue to establish containment lines overnight between Duramana Road,
north of Eglinton, and Sofala Road between Peel and Bathurst, the RFS said.

Weather for Saturday is expected once again to make firefighting difficult, the RFS said.

Temperatures are forecast to be in the low 30s with moderate to fresh winds from the
south west and there is no significant rainfall forecast over the coming days.

There is a total fire ban in place for Saturday for the Central Ranges area.

Meanwhile, a second blaze is burning near Rockley Mountain, south of Bathurst.

It has burnt 160 hectares of bushland but is not posing a threat to properties.

Over 60 firefighters and nine water bombing aircraft fought the fire on Friday.

Fed: Haneef deserves "unreserved apology": Greens

CANBERRA, Dec 23 AAP - Mohamed Haneef deserves an "unreserved" apology from the federal
government, former prime minister John Howard and his ministers over the bungled case
surrounding his arrest, say the Greens.

The inquiry into Dr Haneef's arrest on terrorism-related charges was released in Sydney
on Tuesday.

It found that he should not have been charged and the cancellation of his visa and
deportation should have been deferred.

"An innocent man was wrongly detained and deported, and his treatment by the Australian
government throughout the whole affair was a failure of our legal, ethical and moral standards,"

Greens senator Scott Ludlam said in a statement.

An independent review of Australia's anti-terrorism legislation was "desperately needed",
Senator Ludlam said.

"Some of these laws are draconian. They need to have a use-by date or be repealed immediately
because they are inconsistent with our obligations under human rights instruments."

CANBERRA, April 9 AAP - Australian recognition of China's sovereignty over Tibet won't
stop Prime Minister Kevin Rudd raising the issue of human rights with his Chinese hosts,
a senior government minister says.

Mr Rudd has arrived in China amid a diplomatic row over his comments about Tibet.

Federal Labor frontbencher Anthony Albanese has told Fairfax Radio Network: "Australia
has a firm position of supporting one China ... but at the same time, we don't ignore
human rights issues."

He said "it will be pretty hard to imagine (these issues) not being raised".

"The prime minister has said that the Chinese government should engage (Tibet's spiritual
leader) the Dalai Lama, or his representatives, in an informal set of discussions about
the situation."

Mr Rudd's call for talks between Beijing and the Dalai Lama - made while he was in
Washington - has prompted Chinese complaints.

"These issues are complex but it's important that Australia's position of recognising
China's sovereignty over Tibet is there, but at the same time we also want to see human
rights respected and for dialogue to occur," Mr Albanese said.

"If people want to see China engaging more with the world, then what better way than
for the Olympics to be held there."

Mr Albanese has condemned protesters who disrupted the London and Paris legs of the
Olympic torch relay.

"I really don't support the view that somehow you use the Olympics as a battering ram
against the Chinese government.

"I don't think that will be effective.

"Some of the (protesters) ... that appear to be using this issue to engage in violent
demonstrations, trying to douse the flame ... these sorts of activities, I think, do their
cause no good whatsoever."

BRISBANE, Dec 5 AAP - Fears that fluoride in Queensland's water supply could cause
bone cancer and other problems are unfounded, a state doctor's group says.

The Australian Medical Association Queensland president Dr Ross Cartmill said anti-fluoride
campaigns were usually based on myth.

"I'm sorry people keep persisting in propagating these myths," he told reporters in
Brisbane today.

"There's absolutely no evidence that any of these things are going to happen.

"When people say that there's potential for toxicity they really are exaggerating.

"Anything that you want to ingest in large doses can be toxic ... but we're talking
about minute doses in the drinking water."

Dr Cartmill said the AMA had been concerned about oral health in Queensland's children
for some time - with cases of decayed, missing or filled teeth 50 per cent above the national
average.

Fluoridation would bring improvements in just a few years, he said.

"When you have good news like this it's hard to stop smiling," he said.

"This is great news for Queenslanders, and specifically, great news for the kids of
Queensland, and their dental health."

The move was also well received by opposition health spokesman John-Paul Langbroek,
a dentist of more than 20 years.

"Hopefully today's decision will, over time, help reduce the staggering public dental
waiting lists we have in Queensland, where more than 80,000 people wait up to seven years
for treatment," he said.

MELBOURNE, April 23 AAP - Friends of two teenage girls who apparently committed suicide
together in bushland outside Melbourne are also at "huge risk" of harming themselves,
a psychologist says.

The bodies of friends Stephanie Gestier and Jodie Gater, both 16-year-old students
from Belgrave, in Melbourne's east, were found yesterday in the Dandenong Ranges National
Park.

The girls are believed to have been found hanging from a tree branch in an apparent suicide pact.

As their friends placed tributes on the girls' personal websites, Dr Michael Carr-Greg,
an ambassador for the national depression awareness group beyondblue, said their deaths
would now put their friends at increased risk of suicide.

"Yes, this puts all their friends at huge risk," he told Southern Cross Broadcasting.

"We know that having someone close to you commit suicide is a risk factor in and of
itself, and I imagine that Upwey High School (where the girls attended) is full of counsellors
at the moment.

"I'm sure there's people working out there with the young people to make sure they
understand that suicide is not a solution."

Jodie Gater had a Myspace website called Hoodlum with a profile that reads: "Let Steph
n me b free".

Cyber friends left tributes on the site yesterday.

One contributor, Matt, said: "R.I.P girl. Goanna miss you lots. I love you and i'll
never forget you".

Another said: "if it's true R.I.P. ill miss you and all the memories from primary skool. xoxo".

A third said Jodie would be forever missed. "Peace out, n take care. Will be thinking
of you.xXx."

Those who knew Jodie expressed their shock at her disappearance last Sunday.

"dude where r ya i saw ur pic in the paper," one concerned friend said on the website.

"u beta be at work on satday other wise itl be no fun wit out u."

Another friend pleaded for Jodie to return.

"where the fuck are you people are worry about you. please tell us where you are."

Jodie's MySpace page included an image of a glass full of absinthe and the words "let
us blow your mind".

The last message she posted on the site was dedicated to her boyfriend, Allan.

"I luv you sooo soo much Allan, Miss u heaps and heaps xoxoxo I will always remember
u," the teenager wrote.

A picture of Jodie and Allan kissing was posted next to the message.

Jodie last updated her page on April 14, a day before she and Stephanie went missing.

The page features a flashing message that says "fuck this world/everything that you
stand for/don't accept/don't give a shit/don't ever judge me".

Dr Carr-Greg said a joint suicide pact between girls was rare.

"It's very, very unusual to have girls kill themselves and particularly kill themselves
in this way," he said.

"So my only conclusion is that they must have been depressed."

CANBERRA, Dec 21 AAP - An organised drug distribution racket is operating within Australia's
weightlifting community, a high level doping investigation has found.

US anti-doping investigator Richard Young was commissioned to investigate the sport
in March after four Australian weightlifters tested positive to the banned stimulant benzylpiperazine
or BZP.

While the full report is yet to be released, the Australian Sports Anti-Doping Authority
(ASADA) today offered some details of phase one of the investigation.

"The first stage of a wide-ranging ASADA investigation into Australian weightlifting
has been completed and has found evidence of organised distribution and supply channels
for a range of prohibited substances," ASADA chair Richard Ings said.

Sports Minister Rod Kemp, the Australian Sports Commission and Australian Weightlifting
Federation all welcomed the findings.

Senator Kemp said the report showed Australia was tough on drug cheats.

"The Australian government will take every action possible to rid Australian sport
of drug cheats," Senator Kemp said.

The commission said Mr Young had proven the need for ASADA's tough investigative powers.

"It is very clear from the findings of the investigation that these powers will be
a most effective weapon in the continuing fight against the use of prohibited substances,"

commission chief executive Mark Peters said.

The federation promised to continue with Mr Young's on-going investigations.

"The Australian Weightlifting Federation has cooperated fully with the investigation
process and will continue, of course, to cooperate in any ongoing investigation," federation
chief executive Matthew Curtain said.

Phase two of Mr Young's investigation is still underway and Mr Ings said today "several
persons of interest are assisting ASADA with its ongoing investigation and the possible
resulting anti-doping rule violations".

Mr Young has already made a series of recommendations which ASADA has adopted and now
forced on the weightlifting federation.

Amongst those recommendations are creating urine and blood profiles for Australian
weightlifters and requiring all weightlifters to seek approval for international training.

Weightlifters will also be forced to take annual education sessions.

SYDNEY, April 8 AAP - The plight of West Papua is forcing Australia's relationship
with Indonesia, however reluctantly, into the 21st century, The Weekend Australian says
in its editorial today.

Just as Australia respected the verdict of an Indonesian court in sentencing Schapelle
Corby to 20 years in prison, Indonesians must respect Australian law when it comes to
freedom of association and to the processing of asylum seekers, such as those who recently
turned up from Papua.

If Indonesia wishes to retain West Papua, some sort of autonomy arrangement will have
to be engineered (as in Aceh) with the consent of the army and the legitimate acceptance
of the Papuan people.

But even this might not be enough, and West Papua may eventually achieve independence.

Melbourne's Herald Sun says the Papuan asylum seeker issue has placed the biggest strain
on Australia's relationship with Indonesian since East Timor.

Australians feel "uneasy" about human rights problems in the troubled province, but
time cannot be turned back to 1969, when this mineral-rich province's chance of independence
was lost.

Strong relations between the neighbour nations are needed at a time when al-Qaeda,
and aligned terrorist groups, are gaining grip in the region.

It would be catastrophic for both nations if political tensions from West Papua were
allowed to disrupt joint intelligence operations. Only Jemaah Islamiah could benefit.

The Weekend Australian Financial Review says despite ample evidence over the years
that advice given by financial planners often does not meet the standards savers would
expect, the securities and investments commission (ASIC) seems to treat financial planners
with kid gloves.

The latest "shadow shopping" survey of advice given by 259 financial planners looks
as if it will bring more of the same.

ASIC says it will follow up with 14 licensees whose advice raised particular concerns
about legal compliance, and send the survey results to everyone else, with the expectation
they will "act quickly to fix any problems".

Financial planners have a long way to go to avoid having more regulation imposed on them.

The Sydney Morning Herald says in the new Middle Eastern Organised Crime Squad, the
more perceptive will see the NSW police force being co-opted into the political process,
its operations and organisation finely tailored to respond to public anxiety more than
to crime.

Of course crime exists in Middle Eastern communities and must be fought strenuously,
that ethnic profiling is legitimate, and it's quite possible Middle Eastern gangs are
more violent than others and more prepared to use firearms.

Yet these do not justify institutionalised targeting of one ethnic community. Police
policy should not be set, nor should organisations be shaped, by the public's transient
prejudices about particular groups. The force should police all groups equally.

Ironically, the government lacks the resources to back up its words. The new squad
will have 53 permanent members, and 50 others on a three-month posting. The squad it
replaces, Task Force Gain, started with 160 members. How is that beefing up?

Sydney's The Daily Telegraph says a convicted cocaine dealer is not the kind of person
to be employed as an airport baggage handler.

While this might be common sense, the ridiculous has happened -- at Sydney airport.

Qantas may not have been aware of his past conviction, and he may have been rehabilitated
and trying to "go straight", but it is not in the best interest of the airline's -- nor
in passengers' -- best interests to have a suspect employee placed in a position of such
easy temptation. Nor would be in the employee concerned's best interests.

It's not Custom's fault if it fails in its background checks; the airline has ultimate
authority to offer employment and to terminate it. So it should carry the responsibility.

Melbourne's The Age says the Howard government's latest response to the Papuan asylum
seeker issue has the ugly echo of a time when human suffering was ignored for political
expediency.

It would be a mistake to imagine that turning away the West Papuans to appease Indonesia
will solve the problem by pretending there isn't a problem.

Indonesia has no right to seek to interfere, as it has, in determinations on applications
for asylum in Australia.

The diplomatic row with Indonesia follows Australia's granting of protection visas
to 42 Papuans who said they were fleeing persecution.

Brisbane's The Courier-Mail says the most extraordinary, and worrying, aspect of the
errant activities of psychologist Theresa McHugh is her professional disciplinary body's
decision to suppress the fact she had been caught.

The Psychologists Board of Queensland found grounds for action against Ms McHugh after
colleagues complained Ms McHugh was using grossly inadequate techniques to diagnose serious
medical conditions in children.

Ms McHugh had acted outside of her area of competency and expertise as she had had
no formal pharmacological or medical training. However, the board ruled that the disciplinary
action taken and details of the undertaking would not be recorded in its register.

The decision undermines a key principle of justice -- that it be seen to be done. After
the furore over the registration of errant doctor Jayant Patel, the executive officer
of Queensland's health registration boards, Jim O'Dempsey, should appreciate better than
most the dangers of concealing vital information.

The McHugh case demonstrates other organisations within his domain require urgent attention.

Australian terror suspect DAVID HICKS has marked his 30th birthday in the same way
he has spent the last three -- locked up under guard at Guantanamo Bay.

And HICKS' father TERRY says complete strangers have contacted the family and stopped
him in the street to pass on their support.

HICKS is being held at the US prison camp in Cuba and will face a military commission,
possibly in the next few weeks.

He has pleaded not guilty to charges including attempted murder.

Meanwhile, there are fresh calls for HICKS to be brought back to Australia for trial.

Liberal backbencher JUDI MOYLAN has joined former High Court judge MARY GAUDRON in
calling on the government to ensure HICKS gets a fair trial.

Three US prosecutors have quit the military commission process, claiming it is rigged
to ensure a conviction.

To Create `Paperless' Office, Doctors Started from Scratch: Opened New Office With Software Provided Via Internet.

FORT WORTH, Texas -- When two Texas ophthalmologists wanted to open a new practice with a "paperless," fully automated office, they realized they would have to start from scratch using the newest available technology.

Drs. Eric Packwood and Alan Norman opened Pediatric Eye Specialists earlier this year and within a month they were seeing more than 40 patients a day with all of the billing, patient information, scheduling and referrals made electronically.

The health care industry has lagged behind the banking, travel and retail industries in automation. Less than 17% of the physicians in the United States use electronic medical records, according to a Commonwealth Fund study. And the majority of physician billing is still done using paper forms, although the government and health insurers have taken a number of steps to facilitate electronic billing.

According to One Hour Translation's Globalization Index, since the start of the revolutions in Egypt and Libya, a 31% increase was noted in the volume of English to Arabic translations and vice versa. This sharp increase in demand for translations was noted in the areas of communications and business: a 50% increase in translations in the field of communications and media, along with a 45% increase in demand for financial and business translations. An additional increase of 20% was noted in demand for French-Arabic translations. It is notable that the events in Syria have specifically not yet brought about any change in demand for translations.

Furthermore, following the recent tsunami and nuclear crises in Japan, a moderate 17% increase was noted in English to Japanese translations and vice versa, which consisted mostly of short texts, letters and emails (a 22% increase). An additional increase of 13% was noted in financial/business translations. One Hour Translation estimates that the increase in demands for translations into and from Japanese remained moderate due to the relatively limited international aid received by Japan in comparison to aid given in other similar global crises.
